Dear Union Elementary School District Families & Community,

Welcome to the 2022 School Year. We have missed you all and hope that you and your family remain safe and healthy. We are excited to welcome you and your child(ren) Back to School on August 2, 2021.

We are happy to share that our Governing Board approved last evening that we start our year with our fully in-person model only. We learned a great deal last year and safely offered in-person learning to over half of our students for three-quarters of the year.  We did so safely, and without any outbreaks in our schools, when students returned to school in October 2020. We will use what we learned and continue using the strong mitigation strategies recommended by the Centers for Disease Control (CDC), and in accordance with State law.

Although necessary, last year’s hybrid model did not serve our students or families as well as we had hoped. Our student academic progress and overall well-being did not meet expectations for our community’s children.  Therefore, this year most of our amazing staff have returned and we invested in additional teachers to keep our classroom sizes smaller. These smaller classes will allow us to serve all our students in-person using CDC and Public Health recommendations.

During 2021, we improved our communications and we worked to strengthen relationships with each family.  We want that to continue and are starting the year with individual Meet your Teacher Conferences. On July 29, and 30, each student will attend a conference with their parents/guardian and teacher to get to know one another, review essential information, and learn more about the programs and offerings at each campus.

We will have our health office staff, transportation, food service, after school programming information, and other helpful resources available for you during your visit.  Of course, there will be forms to sign. To ensure you feel ready to sign the forms, your school will be sending you the information to review in advance.  Don’t worry, you don’t have to print, just read ahead of time and be prepared to ask any questions you might have and then sign your forms when you meet your teacher.

What happens next?

You will be contacted by email or text, by your school to set up a parent-teacher conference on July 29^th or 30^th.  Please take some time to schedule your appointment right away. First come first served.

We are asking all visitors, while in buildings, to wear a face covering and always practice social distancing.

The day of the conference, you will meet your child’s teacher and tour around the campus receiving important information from transportation, food service, student IDs, and uniform information.  Plan about 45 min-1 hour to complete the entire process, including meeting your teacher. Please only bring the child attending the conference.

When does school start?  School Starts August 2, 2021.

Bienvenidos al año escolar 2022. Los hemos extrañado a todos y esperamos que usted y su familia permanezcan sanos y salvos. Nos complace darles la bienvenida a usted y a su (s) hijo (s) de regreso a la escuela el 2 de agosto de 2021.

Nos complace compartir que nuestra Junta de Gobierno aprobó anoche que comenzamos nuestro año solo con nuestro modelo totalmente en persona. Aprendimos mucho el año pasado y ofrecimos de manera segura aprendizaje en persona a más de la mitad de nuestros estudiantes durante las tres cuartas partes del año. Lo hicimos de manera segura y sin ningún brote en nuestras escuelas, cuando los estudiantes regresaron a la escuela en octubre de 2020. Usaremos lo que aprendimos y continuaremos usando las sólidas estrategias de mitigación recomendadas por los Centros para el Control de Enfermedades (CDC).

Dear Union Elementary School District Families,

The safety and health of our students and staff has been the top priority of Union Elementary School District since the start of the COVID-19 pandemic more than one year ago. The district’s mitigation efforts have helped us to successfully slow the spread of COVID in our community and to keep our schools open to in-person instruction.

You may have heard that today Governor Doug Ducey and the Arizona Department of Health Services (ADHS) rescinded orders that direct K-12 schools to require masks. Those same orders from ADHS Emergency Measure 2021-02, recommend that schools continue to follow CDC, State and Local Health Guidance and authorizes school districts to continue requiring and enforcing masking.

Therefore, per our re-opening plan and mitigation strategies, Union ESD # 62 will continue to use CDC and Public Health Guidelines to keep our students, staff, and community safe.  We will continue to require and enforce masking on all Union ESD#62 property and in all buildings, including transportation. This requirement will remain in place through the end of the school year.

As you are aware, our community continues to have substantial community transmission, see table below.

While the development and distribution of vaccines shows that there is light at the end of this very long tunnel, now is not the time to relax the mitigation measures that have worked so successfully in our schools. We must stop COVID-19 and prevent a resurgence in our community so we can safely return to fully in-person learning this fall.

La seguridad y salud de nuestros estudiantes y personal ha sido la principal prioridad del Distrito Escolar Primario Union desde el inicio de la pandemia COVID-19 hace más de un año. Los esfuerzos de mitigación del distrito nos han ayudado a desacelerar con éxito la propagación de COVID en nuestra comunidad y a mantener nuestras escuelas abiertas a la instrucción en persona.

Dear Union Elementary School District Families,

Spring has sprung and it feels like we may have already jumped into summer! For our school COVID-19 prevention strategies this means a lot of rapid testing because of congestion/runny noses, headaches, and respiratory difficulties brought about by allergies. Unfortunately, these are also COVID symptoms! Thank you for helping us ensure we are keeping COVID out of the schools by having your child or yourself tested when you have the symptoms, and for staying home if symptomatic. Our shared efforts have helped to bring down the number of cases as well as the present of people testing positive percent within our community. Let’s keep working together to keep it that way by wearing masks in public, staying home if sick, testing if symptomatic, and keeping our distance. These measures have helped us to successfully navigate through the most difficult peaks of the pandemic and they will help carry us through to the finish line.

Union ESD was recently recognized for our effective implementation of CDC guidelines for safely offering an in-person learning model. State Superintendent of Public Instruction Kathy Hoffman visited Hurley Ranch because she had heard of what an effective job our team was doing to keep students and staff safe and healthy.

Current COVID-19 community transmission risk is substantial. Our cases per 100K increased this past week, however, our overall positivity rate remained in the 5% range. We will continue to operate in our hybrid model.

Vaccinations: We now are also thinking ahead to Fall 2021 and starting the new school year. Our hope is to welcome back all students and staff to in-person learning. For that to happen will require one more shared community effort: vaccination. While students under 16 are not currently eligible for vaccinations, all those around them who are 16 and older can and should be vaccinated. At this time, we are not able to host vaccination events; however, we are regularly sharing vaccination events that are open to the community on our Facebook page. Please follow us there and sign-up to arrange a vaccination appointment. If you need assistance, please contact Nurse Roze at 623-594-0970 and she can help you access the resources.

Thank you for all of your efforts to help us prevent the virus from continuing to spread. The vaccine is effective and having everyone get vaccinated is our best hope for returning to fully in-person learning this fall.

State Testing: State testing — called AZM2 for students in grades 3-9 — has already started. We are taking this assessment online districtwide for the first time. We want to thank you for ensuring your child attends school on their testing dates. It is important for all students to take this assessment so that we will know how much they have learned and what they still must learn as we head into the next school year. We will use this information to help prioritize and accelerate the essential learning standards, so we can get each student back on track.

Summer School: One of the ways we working to get students back on track is through summer school. Right now, this year’s summer school is by invitation only. Students who need additional days of targeted instruction are being invited to attend. If there are additional spaces, we will extend additional invitations. If your child has been invited, please help us get them enrolled so that they can make up for lost learning opportunities over the past 18 months. For more information, please talk to your child’s school.

Parent Survey: It is important that we know how we are doing and what we can do to continue to improve our services for your child. Please take a few minutes to complete our parent satisfaction survey. You have received a code that is unique to your child and will keep your information confidential. Please take a few minutes to complete. If you do not complete, you will receive a call from our survey provider West Group, who can take the survey via the phone.

Recommitment and Enrollment: This is the time of year where we start planning for the Fall. This means hiring teachers and staff, making class lists, and ordering materials. To help us prepare, it is important that we know if your child plans to return. If you are new to the district or a new Kindergarten student, it is important that you register ASAP. If you plan to return, thank you! Please ensure you have completed your recommitment survey. We want to make sure the correct number of teachers, desks, and classroom materials when the year begins. ¡Ha llegado la primavera y parece que ya hayamos saltado al verano! Dear Union Elementary School District Families,

As we enter into the final stretch of the school year, I wanted to take this opportunity to once again thank you for your continued support or our efforts to keep our students and staff healthy, and to stop the spread of COVID-19.

Much has happened since our last communication, three vaccinations have been approved by the Federal Drug Administration, more vaccines are being shipped to our state, many of our staff have started the process of being vaccinated, and the Centers for Disease Control and Prevention have issued guidelines — all of which we have already been following — for reopening our schools.

While we are beginning to see flashes of light at the end of a very long tunnel, it is more important now more than ever that we not let down our guard, or become careless in our efforts to mitigate the spread. For our schools to remain open to in-person learning it is critical that we continue to wear masks, social distance and avoid large social gatherings.

You may have heard that recent studies are showing the significant impact of masking. However, to be effective masks must be fit properly and closely over your nose & mouth, and be worn by everyone. When worn properly masks are more than 90% effective at preventing transmission of the virus. Please check your child’s mask fit, and work with them to assure they wear their mask properly. For more information see the resources listed below.

Finally, please be on the lookout for symptomatic individuals or close contacts.  We must test and isolate COVID-19 positive individuals to stop transmission. Beginning Tuesday, Feb. 16, 2021, we will be hosting on-site, drive through PCR testing Monday through Friday from 3:30 p.m.-8pm at both Dos Rios and Union Elementary. This free testing service is in partnership with Maricopa County Public Health and is another mitigation layer to help us detect asymptomatic individuals, to break the chain of transmission. Please spread the word in your community and encourage your family, friends and neighbors to test regularly.  

This week’s COVID public health benchmarks are listed below, they are for the dates Jan.7, 2021 through Jan. 30, 2021. The data reported this week show that all measures have decreased, which is a good sign and COVID-like illness throughout the region is down to 7.4%. 

Our schools and district continue to identify even fewer COVID-19 positive cases locally.  We must remain vigilant and employ all of our mitigation strategies, inside and outside of school. Keep your distance, stay home and test if sick, limit social gatherings, and continue to wear your mask.

In other news, registration for new kindergarten students and open enrollment students is continuing. Please check our website and Facebook page for updated and continued information. It is important that we enroll as many students as possible prior to summer break in order to prepare for the 2021-22 school year.

Finally, we will be contacting you soon with information on a survey on fourth quarter plans and learning models.

Welcome to 2021! We hope you had a nice winter break, filled with time to relax, sleep in, and enjoy time to celebrate with your family. We enter 2021 with mixed feelings of sadness, uncertainty, and fear because of the continuing pandemic. Yet the introduction of vaccines to help wrestle control of COVID-19 gives us all hope and leaves us optimistic for the New Year.

There is no bigger shared challenge and barrier to future opportunity than the COVID-19 pandemic. Last week’s online learning was designed to help our teachers and students reconnect, get ready for their in-person return of students today, and help UESD get a handle on COVID-19 spread among our students and staff. We thank all of you for using mitigation strategies over the break, and know you will continue to use them as your children return to school.

Since the beginning of the pandemic, we have worked in partnership with the Maricopa County Public Health Department (MCPHD) and Arizona Department of Health Services (ADHS) to determine the safety of in-person learning. Below are this week’s metrics (the latest data is based upon cases during the week of Dec. 20, 2020).

If you recall, before break, ADHS & MCPHD revised their positions on the metrics (see below). Their current recommendation was for us return to our hybrid (in-person and on-line) model on Monday, Jan. 11.

“In discussions with ADHS, MCPHD and ADHS have agreed to support those jurisdictions who are able to maintain a safe learning environment with regular school-by-school monitoring, regardless of levels of community COVID-19 transmission. If a school/district does not have enough staffing to maintain a safe environment, or if a school/district experiences a school-related outbreak that cannot be controlled with public health mitigation strategies, MCPHD would support transitioning to a virtual learning environment. Further, with the recent publications emphasizing the benefits of in-person learning, particularly for elementary schools, and the emerging data indicating that in-person school attendance is not a risk factor for youth testing positive for COVID-19, MCPHD recommends preferentially keeping elementary and middle schools open for in-person learning. If a phased approach is desired, MCPHD recommends beginning with elementary and middle schools prior to opening high schools to in-person learning.”

Our staff has successfully navigated what some have thought was impossible: safely educating students in-person during a pandemic. We could not have done this without your help. As we enter this third quarter, remember the strategies we have used consistently, and successfully: masking, social distancing, avoiding social gatherings, and good hand hygiene.

In the near future our staff — in particular our teachers — will begin the process of being vaccinated. ADHS has recognized educators as frontline workers and have allocated enough doses for all K-12 employees. Getting everyone inoculated, however, will take time. Remember, even after the vaccine arrives, the impact will not allow us to immediately return to normal, most likely through the remainder of the school year, and we will have to continue to practice our mitigation strategies.

COVID-19 is still substantial throughout Arizona. All of us must remain vigilant with ourselves and our families. We ask that symptomatic individuals, or those exposed to them, stay home. UESD will continue to have free, 15-minute rapid testing administered on-site for students and staff who demonstrate COVID-19 symptoms. Students and staff who exhibit symptoms will be sent home to isolate. If you or a member of your household tests positive, please contact Nurse Roze at
623-594-0970. Additionally, free weekly community testing for individuals, symptomatic or asymptomatic, will continue
to take place at our schools. Testing will take place next on Jan. 13 from 3:30 p.m.- 6:30 p.m. at all UESD schools.

We cannot thank you enough for everything you’ve done to help us slow the spread of the coronavirus. Please continue
wearing masks, practice social distancing, wash your hands regularly, and avoid social gatherings. When used consistently
these strategies have proven to be the most effective in preventing the spread of the coronavirus. Welcome to 2021, it
is going to be a great year!

Entramos en 2021 con sentimientos encontrados de tristeza, incertidumbre y miedo debido a la continua pandemia. Dear Union Elementary School District Families,

We want to take this opportunity to wish all of you the happiest of holidays. We know 2020 has brought us lots of challenges, but as we near the end of this most unique year, we want to express our gratitude to you for placing your trust in us, not only to educate your children, but to provide them with a safe and healthy environment in the midst of the COVID-19 pandemic. The imminent distribution of effective vaccines not only provides light at the end of a long tunnel, but also renewed hope for 2020 and beyond.

Given all that has happened, we also wanted to take this opportunity to remind you of a few important things as we head into the new year. Recently, the UESD Governing Board voted to proceed into Quarter 3 to continue to offer our hybrid model, but with one very important exception: when we return from Winter Break, all students in the district will begin in the remote learning model from Jan. 4 to Jan. 8, with the option to extend remote learning until Jan. 15. We do this out of an abundance of caution to protect the health of our students and staff. During week of Jan. 4-8 we will re-establish our school-level database of positive COVID-19 cases. Our COVID-19 tracking team will use this data along with guidance from Maricopa County of Public Health to confirm a return to five-day modified in-person learning on Monday, January 11th.

During the week of remote learning:

• Attendance will be recorded daily by your child’s teacher(s).
• Meals will be available for pick up at on Wednesdays at Dos Rios and Union from 4 p.m. - 5:30 p.m. Students do not need to be present for meals to be distributed.
• Self-contained special education students will return to five-day, in-person learning on Monday Jan. 11.
• Preschool students will return to in-person learning on Monday, Jan. 11 and extend their school year the week of May 17.

We also ask that you please follow the recommendations of health experts and CDC when planning your winter holidays. If you haven’t done so, consider getting a flu shot. If you are exposed to COVID-19 or develop symptoms, please get tested. Free COVID testing will take place at all UESD schools on Jan. 6 and Jan. 13 from 3:30 p.m. - 6:30 p.m. When an individual tests positive, it is essential that they isolate and any close contacts quarantine.

In addition, we are asking you to notify us of any active COVID-19 cases that develop in your family over Winter Break. Should any of your children or household members test positive between Dec. 18, 2020 and Jan. 4, 2021, please contact our District Registered Nurse Rozetta Herbert at 623-594-6970 or email her at [email protected]. Additionally, if you have a Covid symptomatic child and need a test, you can also contact Nurse Rozetta Herbert.

We must continue to work together to prioritize the safety of our students and staff. This includes following recommended mitigation strategies at school and in our community: wearing face coverings, physical distance, restrict social gatherings, use frequent hand washing, stay home if feeling ill and get tested.

La inminente distribución de vacunas eficaces no solo proporciona luz al final de un largo túnel, sino también una renovada esperanza para 2020 y más allá.

Dado todo lo que ha sucedido, también queríamos aprovechar esta oportunidad para recordarles algunas cosas importantes a medida que nos acercamos al nuevo año. Dear Union Elementary School District Families, 

We want to thank you for your continued support of our efforts to mitigate the spread of the coronavirus in Union Elementary School District and in our community.

Yesterday, the UESD Governing Board approved our schools remaining open for in-person instruction through next week. Each week UESD looks at data provided by the Maricopa County Department of Public Health to help up determine how safe it is for us to remain open for in-person instruction. This data describes the community spread of COVID-19 and is part of what is considered when determining the safety of keeping our schools open to on-site learning (you can find this information at https://www.maricopa.gov/5594/SchoolMetrics). As you are aware from earlier communications, if we have two weeks of indicators in the red, we consult with MCPHD about learning options. In reviewing recent health benchmark data with public health and discussing school-based data, our COVID mitigation strategies continue to successfully keep the virus from spreading within our walls, and because of that MCDPH has advised us that is safe to continue our hybrid model through December 18, 2020 and monitor day-by-day (see chart below).

Out of an abundance of caution, and after consulting with MCPHD, the Board has voted that all classes (in-person and online) will start online the first week after Winter Break (Jan. 4-8). This one-week break from in-person instruction will allow us to track the virus and determine if it is safe to resume the in-person model.  It will also allow us time to make sure our campuses are fully prepared to welcome students back. Based upon that first week’s data, we may find it necessary to continue a second week online before resuming in-person. We will notify you as soon as possible. 

After Thanksgiving there has been a significant increase in COVID-19 across our state. This was primarily because precautions to not travel or gather in small groups were ignored by many. To avoid a similar spike, and for the health and safety of your family and our community, we are asking you to please not travel over Winter Break. Additionally, please continue wearing masks, practice social distancing, wash your hands regularly, and avoid social gatherings. When used consistently these strategies are proven to be the most effective in preventing the spread of the coronavirus.

Should your family have to travel over winter break due to an emergency or other circumstances, please let us know. You can do that on line at: UESD Travel Form-Student.  Before traveling, please check CDC travel restrictions and follow all recommendations for quarantine after travel. If your child becomes symptomatic and need testing for them or if you receive notification of a positive test for your child, please contact our District Registered Nurse Rozetta Herbert at (623) 594-0970 to schedule an appointment. Just as we did after Thanksgiving, we will continue with heightened daily screening of students and staff members who traveled over the Winter Break. Supervisors will check-in twice a day with employees who traveled, and teachers will check on students who are known to have travelled twice each day. Symptomatic individuals will be sent home to isolate and are being advised to be tested. UESD will also continue to have free, 15-minute rapid testing administered on-site for students or staff who demonstrate COVID-19 symptoms.

We also want to remind you that free weekly community testing will continue to take place at all of our schools. Testing will take place on December 16, January 6 and January 13 from 3:30 p.m.-6:30 p.m. at all UESD schools. Keeping the virus from spreading within our walls, however, does not mean students or staff are not symptomatic, or even COVID-19 positive. It means that the sick individuals are staying home or being sent home. COVID-positive individuals are being identified and are isolating. As a result, they are not spreading the virus to others, and are practicing social distancing and masking in our schools. A key strategy of slowing the spread is identifying and isolating positive cases and quarantining close contacts. So far, this strategy has been successful in UESD.

With the recent Thanksgiving break, we can expect the prevalence of COVID-19 throughout the valley to increase. Therefore, we must increase vigilance and exercise care in all aspects of our lives, not just at work and school. Please continue wearing masks, social distancing, washing hands regularly, and avoid social gatherings. When used consistently these strategies are proven to be the most effective in preventing the spread of the coronavirus.

In anticipation of the possible rise of COVID due to the Thanksgiving holiday, we have implemented heightened daily screening of students and staff members who traveled over the holiday break. Supervisors are checking in twice a day with employees who traveled, and teachers are checking on students who are known to have travelled twice daily. Symptomatic individuals are sent home to isolate and are being advised to be tested.

Another important strategy to keep us safe and slow the spread is to get tested if you’re symptomatic. When an individual tests positive, it is essential that they isolate and any close contacts quarantine. To help make testing easier for our students and staff, we will have free, 15-minute rapid testing administered on site starting this week. This test is for individuals demonstrating symptoms.

In addition, for individuals not demonstrating symptoms, we are hosting free weekly community testing at all of our schools. Testing will take place on December 9, December 16, January 6 and January 13 from 3:30 p.m.-6:30 p.m. at all UESD schools. This past week we tested 349 individuals from our community and across the west valley through a partnership with Maricopa County Public Health and Well Health.

We are honored that you have trusted us with the care of your children through this difficult time. Their health and safety remains our top priority, and we will continue to be vigilant in providing them with safest learning environment we can.

Estos datos describen la propagación comunitaria de COVID-19 y son parte de lo que se considera al determinar la seguridad de mantener nuestras escuelas abiertas al aprendizaje en el lugar (puede encontrar esta información en https://www.maricopa.gov/5594/ School-Metrics). Como sabrá por comunicaciones anteriores, si tenemos dos semanas de indicadores en rojo, consultamos con MCPHD sobre las opciones de aprendizaje. Al revisar los datos de referencia de salud recientes con la salud pública y basados en la escuela, nuestras estrategias de mitigación de COVID continúan evitando con éxito que el virus se propague dentro de nuestras paredes, y por eso MCDPH nos ha informado que es seguro continuar con nuestro modelo híbrido y monitorear día a día (vea cuadro a continuación). 

Sin embargo, evitar que el virus se propague dentro de nuestras paredes no significa que los estudiantes o el personal no sean sintomáticos, o incluso COVID-19 positivo. Significa que las personas enfermas se quedan en casa o son enviadas a casa. Se están identificando y aislando individuos que salen positivos con COVID. Como resultado, no están transmitiendo el virus a otros y están practicando el distanciamiento social y el enmascaramiento en nuestras escuelas. Una estrategia clave para frenar la propagación es identificar y aislar los casos positivos y poner en cuarentena a los contactos cercanos. Hasta ahora, esta estrategia ha tenido éxito en UESD.

Con el reciente receso de Acción de Gracias, podemos esperar que aumente la prevalencia de COVID-19 en todo el valle. Por lo tanto, debemos aumentar la vigilancia y el cuidado en todos los aspectos de nuestra vida, no solo en el trabajo y la escuela. Continúe usando máscaras, el distanciamiento social, lavándose las manos con regularidad y evite las reuniones sociales. Cuando se usan de manera constante, se ha demostrado que estas estrategias son las más efectivas para prevenir la propagación del coronavirus.

Anticipándonos al posible aumento de COVID debido a las vacaciones de Acción de Gracias, hemos implementado una revisión diaria más intensa de los estudiantes y miembros del personal que viajaron durante las vacaciones. Los supervisores se registran dos veces al día con los empleados que viajaron, y los maestros con a los estudiantes que se sabe que viajaron. Los individuos sintomáticos son enviados a casa para aislarlos y se les aconseja que se hagan la prueba.

Otra estrategia importante para mantenernos a salvo y reducir la propagación es hacerse la prueba si tiene síntomas. Cuando un individuo da positivo, es esencial que se aísle y cualquier contacto cercano se ponga en cuarentena. Para ayudar a que las pruebas sean más fáciles para nuestros estudiantes y personal, tendremos pruebas rápidas gratuitas de 15 minutos administradas en el las escuelas a partir de esta semana. Esta prueba es para personas que presentan síntomas. 

Además, para las personas que no muestran síntomas, estamos organizando pruebas comunitarias semanales gratuitas en todas nuestras escuelas. Las pruebas se llevarán a cabo el 9 de diciembre, 16 de diciembre, 6 de enero y 13 de enero de 3:30 p.m. a 6:30 p.m. en todas las escuelas de UESD. La semana pasada 349 personas de nuestra comunidad se hicieron la prueba y de todo el valle oeste a través de una asociación con Salud Pública y Salud Pública del Condado de Maricopa.

Nos sentimos honrados de que nos haya confiado el cuidado de sus hijos durante este momento difícil. Su salud y seguridad sigue siendo nuestra principal prioridad, y continuaremos vigilantes para brindarles el entorno de aprendizaje más seguro posible.
